When change tracking is turned on (Edit->Changes->Record) and changes are being
shown (Edit->Changes->Show) the document displays a pop-up box which has the
type of change, the author of the change, and the date the change was made.  

When the display of changes is turned off (Edit->Changes->Show deselected) the
color highlighting of a change disappears but the pop-up comment box continues
to be displayed.

To see the problem:
1) Open the test file Change_track_test.odt
2) Turn off change display (Edit->Changes->Show deselected)
3) Hover the mouse over the second line.  A pop-up will display indicating that
the line was inserted

MRU->OS: when "Show tracked changes" is turned off, also the tip help over
inserted/formatted text should not appear anymore.
