The problem occurs when i scroll up in writer in a window that lays on the
secondary monitor and exceeds the lower boundary of the screen.

Perhaps of importance:
the secondary screen is smaller than the primary

I get the same thing. The second monitor must be smaller than the first -
otherwise you can't resize it larger than the screen. I haven't tried it on a
single-monitor system by changing the resolution after sizing, but that might
have the same effect.

After recieving donatellos comment i have tried a little 
more, now using 1.9.122 on Win XP.
The second monitor is smaller, ok. But i have found another 
point.

If the second monitor is placed on the left of the primary 
display (not necessarily physical, but in "display properties"  
-> settings" = "Eigenschaften von Anzeige -> Einstellungen")
the error occurs.
If the second diplay is placed on the right of the primary 
display, the more common setting i suppose, i can not 
produce the error right now.

For informational purposes, I'm runnng under Windows XP and running version
1.9.118. The test I did involved the primary as the larger screen and the
secondary as the smaller screen. Both monitors are SyncMaster 950b's on RADEON
9000 SEC.

i posted this issue at a time when i had two screens with different resolutions
and a matrox g450 video card.

the problem is still there in ooo 2.1 with win-xp, ati 9600 video card and two
monitors with identical resolution.

i removed the picture because i will leave the university and its web-space soon.
i can supply a new picture if needed.

This Issue requires more information ('needmoreinfo'), but has not been updated
within the last year. Please re-test with one of the latest versions of OOo -
the problem(s) may have already been addressed. Either use the recent stable
version: http://download.openoffice.org/index.html
or consider trying the new OOo 3 BETA (still in testing):
http://download.openoffice.org/3.0beta/
 
Please report back the outcome so this Issue may be closed or progressed as
necessary - otherwise it may be Resolved as Invalid in the future. You may also

Bug Confirmed OOo 2.4.1
Win XP SP3 ATI Graphic Dual
Primary Monitor 1240x1024
Secondary Monitor 1024x768
OOo Windowsize > 1024x768 but on the Secondary display (not maximised, moved the
OOo from the primary to the secondary the window size of the OOo is higher than
the high from secondary display)

If you scroll down p1...p8 the inner window does not refreshed correctly
If you scroll up p8...p1 the inner window is refreshed correctly

sorry dident have time now to test on OOo dev
