Smooth Scroll without benefit

Check "Smooth scroll" in "Options/OpenOffice.org writer/View". Press Ok, activate autoscroll function. There isn't any viewable diference between check off - check smooth scroll option in scrolling document.

I checked 2 versions of this issue in OOo310m9 (PC, Windows XP) I. My steps: 1.Open new document. 2.Tools - Options - OpenOffice.org Writer - View 3.Check radiobox "Smooth scroll" 4.Click button "OK" 5.Click on the scroll bar itself at right side of page. Release the mouse button. The scroll moves up or down (depents of the its position). II. My steps: 1.Open New document. 2.Tools - Options - OpenOffice.org - OpenOffice.org Writer/Web - View 3.Check radiobox "Smooth scroll" 4.Click button "OK" 5.Click on the scroll bar itself at right side of page. Release the mouse button. The scroll stops and doesn't move up or down. Smooth scroll doesn't work.
Tested on OOo310m7 windows vista - was able to reproduce . I've checked both versions : OpenOffice.org Writer/Web OpenOffice.org Writer The same resolute at both - nothing happened!
What is the expected result when "Smooth scroll" is checked? Clicking the scroll bar has no outcome in Rev. 1400866.
Smooth scroll doesn't work for me either. Windows 8.1 64-bit. OpenOffice 4.0
Reproducible with "AOO 4.0.1 – German UI / German locale [Rev. 1524958 2013-09-20 11:40:29]" on German WIN7 Home Premium (64bit)", “historic” 4.0 User Profile used for all predecessor versions: 1. Open attached document sample10.odt 2. If ecessary menu 'Tools → Line Numbering → Activate' 3. Menu 'View → Zoom → Page Width' [OK] 4. If Necessary uncheck menu 'Tools → Options → Writer → View - Smooth Scroll' 5. Single key press [Downpage] or [Uppage] every few seconds > Jumps with quick jumps from focus to focus 6. Now check menu 'Tools → Options → Writer → View - Smooth Scroll' 7. Single key press [Downpage] or [Uppage] every few seconds > Scrolls instead of jumping, but the effect is useless, scroll speed is much to fast Expected: scroll speed 10 rows per second or so that it's possible to see at least something like the structure of the page, may be even possible to read several words Actual: scroll speed 100 rows per second or so. A difference to step 5 is visible, but it's useless. Additionally the soft scroll is very unsteady, sometimes it stops unexpectedly, then jumps, then scrolls visible smooth but changes with next key press or even when scrolling.
