Set the measurement setting to inch in Tools>Options>Writer>General.
Insert a header or footer.
Go to the Header/Footer tab of the page style and open the More options dialog
-> Borders settings are in mm!

MRU->OS: the border spacing settings in Format.Page.Header and
Format.Page.Footer are displayed in mm though the global setting is inch.

Reset assigne to the default "issues@openoffice.apache.org".
